Carroll County is home base, farmland, small downtowns and families who left Baltimore and never went back.
Baltimore and Howard counties are where the commute gets shortest and the prices get highest, with condos and townhomes carrying most of the first-time buyer demand.
Adams and York counties, over the Pennsylvania line, are where the same money buys noticeably more house, provided you understand what changes at the border.
